As Vice President and Airport Manager, you will directly and significantly affect the operating condition, image, and overall success of a major U.S. airport facility by implementing cost effective operating programs that provide safety, security, and excellent customer service to airport users.

Vice President and Airport Manager

This is an executive position.

Serves at Washington Dulles International Airport (IAD) or Ronald Reagan Washington National Airport (DCA).

Directly and through subordinates, leads a wide range of operational, maintenance, construction, commercial, and administrative activities occurring at the airport and directs the work of employees engaged in Airport operations, professional engineering, utility operations, maintenance trades, administrative and business management, and support activities at IAD or DCA. Performs related functions.

GENERAL RESPONSIBILITIES

Provides oversight, monitoring, guidance, and control of Airport facilities to ensure the safe, efficient, secure, and continuous operation of runways, taxiways, terminal buildings, ramp, and other areas, and, at IAD, mobile lounge operations.

Oversees Airport security, certification, and safety programs and airport emergency plans.

Oversees Airports Authority construction projects, ensuring compliance with laws, regulations, policies, and guidelines.

Directs repair and preventive maintenance programs for the terminals, service buildings, hangars, landing fields, roadways, grounds, plant facilities, vehicles, and equipment.

Ensures the provision of utilities and sewage service.

Provides for snow removal operations.

Oversees the negotiation, implementation, and management of business arrangements, including appropriate leases for Airport space and airfield use (other than those arrangements covered by airline use and lease agreements and terminal concession agreements).

Provides for the administration of all in-place air carrier, tenant, and landside concessionaire and public service business agreements.

Oversees budget, fiscal, personnel, and administrative programs; procurement and warehousing of supplies, material, and equipment; and management of real and personal property programs.

At IAD, oversees and manages the Dulles Toll Road (DTR) project. Ensures the functional operation of the DTR, including traffic flow, safety, and congestion management.

Makes key decisions concerning ongoing Airport operations, such as security and emergency planning, work to be done by contract versus in-house, and priorities based upon budgetary and other considerations.

Meets regularly with high-level representatives of domestic and foreign airlines, tenants, and concessionaires concerning space utilization issues.

Serves as liaison with Federal, state, county, municipal and other public officials, business persons, private aeronautical and civic organizations, and others. Presents on airport programs and activities and communicates with media representatives, as needed.

Coordinates with U.S. Customs and Border Patrol and Transportation Security Administration (TSA) officials concerning operational requirements.

Meets with individual employees, groups of employees, and unions and coordinates with executives and key staff in human resource management, financial management, legal, and public safety areas to ensure adequate support of Airport functions.

Ensures and enforces compliance with regulations, guidelines, policies, and procedures.

Reviews technical reports and administrative documents. Approves Bulletins and Orders and Instructions (O&Is) issued in regards to airport activities. Prepares and provides technical review of O&Is issued by the CEO and COO.

Makes key decisions regarding overall priorities and projects, proposes new work, and recommends new directions for functional areas.

Meets frequently with subordinate managers to discuss the progress of ongoing projects, operational changes dictated by Capital Construction Program or Capital Operating Maintenance Improvement Program activities or changes in airline activity.

Performs other duties as assigned or as determined on own initiative.

QUALIFICATIONS

Ten years of progressively responsible experience in Airport Management that includes substantive work and significant experience in a management position at a TSA Security Category I or higher airport and at a major hub airport.

Experience as a second or higher level supervisor of professionals.

Knowledge of decisions and regulations made by the FAA, Department of Homeland Security and other relevant agencies; knowledge of pertinent Federal, state, and local laws, codes, and regulations affecting Airport development and operations, air transportation, and airport safety and security to identify their impact on Airport operations and need to modify Airport policies and practices.

Includes comprehensive knowledge of the principles and practices of aviation facility operation and development and skill in applying to airport operations, including knowledge of Federal Aviation Regulations Part 139, Federal Aviation Administration (FAA) Advisory Circulars, Code of Federal Regulations Part 1542, applicable state Aeronautics Program regulations, and the FAA Airport Improvement Program grant process and grant assurances.

Knowledge of economic development, airport master plans, airport land use, and zoning regulations and the skill to prepare and negotiate airport leases, contracts, and agreements.

Knowledge of aviation industry practices and terminology and airport certification, security, and emergency processes and ability to apply to airport management.

Skill in budget development and expenditure control.

Knowledge of supervisory principles and ability to manage the operations and programs of the airport.

Knowledge of administration and a demonstrated ability to effectively plan, develop, and implement policies and manage ongoing operations and programs for an airport.

Ability to perform complex analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on negotiation and persuasive techniques.

Skill in using a computer, modern office suite, and accounting and financial systems/software and an ability to learn Airports Authority systems/software.

PREFERRED QUALIFICATIONS

Master's Degree in Business Administration.

Licensed as a private or commercial pilot with the FAA.

Certification as an International Airport Professional (IAP) from the Airport Management Professional Accreditation Program (AMPAP).

Certification as an Accredited Airport Executive (AAE) from the American Association of Airport Executives (AAAE).

EDUCATION

A Bachelor's Degree in Aeronautics, Airport Management, Aviation Management, Business Administration, Public Administration, or related field.

CERTIFCATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicle landside and airside (requires AOA permit).

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
