THE OPPORTUNITY:
The Senior Director of Government Relations is responsible for driving company growth, sustainability, and quality by strategically aligning policies, legislation, and contracts to enhance business and quality outcomes. This role focuses on advancing 24 Hour Home Care's state-level initiatives by building relationships with state agencies and key advocacy stakeholders and advocating for favorable policy and legislative developments. Additionally, this position will support federal advocacy efforts led by 24's parent company, Team Public Choices, when needed. The Senior Director embodies and promotes a unified company culture by leading with a collaborative, cross-functional, and one-team approach.
Primary Responsibilities
Legislative monitoring and advocacy
Work closely with executive leadership to evaluate and respond to proposed local, state, and federal legislation and regulatory policies.
Monitor, track, and prioritize legislative, policy, and regulatory activities that impact current services or new service targets.
Influence development and interpretation of state and federal policies that impact services.
Strategic development and implementation
Develop strategic platforms and advocate for state-level policies that streamline operations and increase access to care.
Recommend short- and long-term state-level rate strategies aligned with industry and economic realities.
Own execution of approved advocacy initiatives and strategies directly and through partnerships.
Collaborate with cross-portfolio teams to gather input and execute strategic government relations initiatives.
Contract management and compliance
Own strategic contract negotiations in partnership with compliance and legal teams. Fully owns regulatory policy reviews, operational workflow implication alignment with brand, and service level agreements being within reasonable operational reality.
Owns or supports CP/CD team assigned public relations issues related to state departments or payors with messaging and platforms approved by VP, Strategy & Innovation including compliance gap closure plans requiring relationship management.
Develop and maintain contract sub-function ownership guidelines to ensure accountability.
Support the Compliance Team on policy and regulatory industry and payor knowledge in audits.
Ensure compliance with all state and federal laws and HIPAA regulations.
Industry Engagement and Representation
Owns California state department relationships and advocacy.
Supports brand CP/CD teams on strategic negotiations, policy interpretation, and org-level initiative implementation relevant to payors.
Owns larger-scale statewide initiatives relevant to payors as assigned.
Research, establish membership, and represent the organization in relevant industry trade and advocacy organizations including travel to attend and/or present at relevant conferences and industry meetings.
Own industry trend tracking for policy and rate opportunities, including compliance terms and care models.
Manage cross-functional teams for key government relations initiatives through leadership and mentorship.
Represents 24 Hour Home Care on Policy & Ethics Committee when assigned.
Effectively communicate ideas and foster open communication within the organization.
This hybrid position requires up to 25% travel and the ideal candidate should live within driving distance of Sacramento.
WHAT YOU BRING TO THE TABLE:
7+ years' experience in the healthcare industry, government relations, public policy, or similar field preferred.
Relevant healthcare policy and regulatory experience required.
Proven ability to thrive in a fast-paced, agile, multi-priority, and rapidly changing environment.
Proven experience in managing cross-functional teams and leading strategic initiatives.
SKILLS
Strong communication skills with exceptional verbal and written communication for effective advocacy and collaboration with stakeholders.
Analytical skills with the ability to analyze complex legislative and regulatory documents and make strategic recommendations.
Negotiation skills with experience in contract negotiation and stakeholder engagement.
Strategic Thinking with capability to develop and implement long-term strategies that align with organizational goals.
Relationship management with proven ability to build and maintain relationships with government officials, industry stakeholders, and internal teams.
Understanding of healthcare regulations, compliance requirements, and industry standards, including HIPAA.
