JOPES/APEX and EXERCISE PLANNER
BACKGROUND The U.S. Coast Guard has made significant improvements in coordinating and integrating deployment efforts with U.S. Transportation Command (USTRANSCOM) and across all Department of Defense (DOD) Combatant Commands (CCDR). This allows deploying U.S. Coast Guard forces seamless integration into the Defense Transportation System (DTS), reducing cost and maximizing the use of this broad and shared military logistics system for transporting assets in a controlled environment, minimizing movement delays and increasing in[1]transit visibility. The U.S. Coast Guard has made significant efforts to develop and mature its force deployment planning and execution processes by creating standard deployment capability requirements by ensuring its reference files (Type Unit Characteristics file (TUCHA), Logistics Factors File (LFF)) are updated, and developing distinct Unit Type Codes (UTCs) that reflect true deployment capabilities of Coast Guard forces.
SCOPE: The purpose of this requirement is to obtain logistics contractor support to continue the development and maintenance of policies, programs, processes and strategies supporting U.S. Coast Guard Unit Mobility, Planning, Transportation and Logistics operations. The focus of this effort is to ensure U.S. Coast Guard members have the required skills and support mechanisms to expeditiously deploy and redeploy forces worldwide as well as support global transportation programs as needed. Staff members will utilize several mobility and force deployment Automated Information Systems (AIS). These include but are not limited to, the Joint Operation Planning and Execution System (JOPES), Active Radio Frequency Identification (aRFID), Integrated Computerized Deployment System (ICODES), Global Air Transportation Execution System (GATES), Financial and Air Clearance Transportation System (FACTS), Single Mobility System (SMS), Integrated Data Environment Global Transportation Network Convergence (IGC) and other necessary programs required to support the strategic movement of cargo and personnel.
Position Description :
Network Runners Inc. is seeking a JOPES/APEX and EXERCISE PLANNER. The position's primary purpose is to provide technical and analytical support to the JOPES Functional Manager, to execute U.S. Coast Guard deployments and redeployments and to manage Time-Phased Force and Deployment Data (TPFDD). JOPES/APEX and Exercise Planners support the implementation of force apportionment, allocation, and assignment of forces supporting Global Force Management (GFM) including the Request for Support (RFS), Request for Forces (RFF) and Request for Assistance (RFA) processes.
Duties & Responsibilities: - Access classified documents and classified deployment enabler systems, including some or all of the following: JOPES, Joint Planning Portal (JPP); Global Combat Support System (GCSS); Joint Flow and Analysis System for Transportation (JFAST). Create Unit Line Number (ULNs), modify and edit ULNs, tracking airlift, preparing units for deployment/redeployment using multi-modal transportation solutions and the systems used to perform these tasks.
- Evaluate the current U.S. Coast Guard mobility and distribution program and provide technical assistance to enhance and broaden mobility/distribution knowledge U.S. Coast Guard wide. Technical assistance will include, at a minimum, mobility guides/handbooks, Logistics Automated Information Systems assistance, and follow on coordination and assistance.
- Assist in the development, generation, validation, and maintenance of all USCG Unit Type Code (UTC) and Type Unit Characteristics file (TUCHA) data elements to comply with relevant Chairman of the Joint Chiefs of Staff Manuals for all deployable U.S. Coast Guard assets. The list of assets will include all cutters, boats, aircraft, teams, personnel, and equipment potentially deployable to any location as requested by DOD or DHS.
- Evaluate U.S. Coast Guard deployable units and make recommendations as to preferred UTC structure and methodology to provide a model to use in developing UTC's for remaining deployable assets. Also, develop and provide required information for TUCHA data.
- Access the Joint Capabilities Requirements Manager (JCRM) System and will update Force Tracking Numbers (FTN) in support of U.S. Coast Guard deployment operations.
- Access JOPES Collaboration Tools, and draft, send and retrieve Newsgroup messages in support of DOD operations as required in the ULN validation process.
- Support the overall Global Force Management (GFM) process and LOG-45 in quarterly review of the Global Force Management Implementation Guidance (GFMIG) assignment tables and annual review of the Global Force Management Allocation Plan (GFMAP).
